2014-2015 Operating Plan Public Statement

Each year, Ontario Shores Centre for Mental Health Sciences (Ontario Shores) develops an Operating Plan where we examine various areas of the organization. Last year we focused on non-clinical areas, this year we examined Clinical Services.

We conducted a comprehensive review process of our Clinical Services that consisted of a literature search and analysis, internal and external stakeholder consultations, review of evidence-based practices and extensive planning.

Below is a summary of the changes in each area:

Dental Clinic: After we conducted an operational review we realized that we can continue to meet the dental needs of our inpatients and outpatients with reduced hours of operation. Beginning, April 1, 2014, the Dental Clinic will be open two days a week instead of four days a week.

Staff Mix Changes: Ontario Shores is making changes to the staff mix on three inpatient units: Neuropsychiatry Service, Forensic Rehabilitation Unit and Dual Diagnosis Service. Over time, the patient care needs have shifted requiring a different interprofessional staff mix, so it is important for us to ensure we have an appropriate staffing complement to provide high quality patient care that is rooted in evidence-based practice. The staffing complement will vary on each of the three units as it is designed to have the right staffing complement to align with the unique care needs of each patient population.

PRB: Ontario Shores is closing Psychiatric Rehabilitation B inpatient unit in a two phased approach. We will close 13 beds on March 31, 2014. We will close the remaining 12 beds on March 31, 2015. This phased closure recognizes the complex needs of the patients currently on PRB and the time required to find suitable and sustainable housing or treatment for every patient. If some patients need to continue receiving inpatient care at the time of the bed closures, they will be transferred to another unit within the hospital.

Partial Hospitalization Program: Ontario Shores is reinvesting some of the savings into the creation of a Partial Hospitalization Program (PHP). PHP will provide day programming for patients who are at risk of admission/readmission to an inpatient setting, require additional support as they transition into the community or are being discharged from the hospital. Patients will have an individualized treatment plan and access to psychiatry, nursing, group therapies, individual therapy and outreach in the community.

Adjustments to our staffing complement will be necessary to support these changes. As a result 47 staff will receive layoff notices. As part of these changes, we have also projected the creation of 29 new positions. Staff in these positions will have the opportunity to pursue various options, including vacancies, transfers, early retirement and voluntary exits.

In addition, Ontario Shores will be offering career counselling, job coaching and resume writing services to help staff impacted by these changes. Support will also be available through the Employee Assistance Program, Human Resources, Occupational Health and Wellness, and the management team.
